Background and overview:

In the last two decades, in the reference literature on best practices in public administration, various issues and their implications for the determination of a higher life quality for citizens, require further clarification and effort. Examples of this are, simplification and digitalization of administrative procedures, management and automation processes, reducing bureaucracy and performance evaluation, both by researchers interested in the public sector, and politicians and public managers, who increasingly face budget constraints that increase the pressure pro-efficiency and administrative simplification.

This edited volume aims to contribute to the discussion in progress on the issues identified above, with a dual purpose. First, to provide a state of the art on international policy and entrepreneurial and innovative initiatives in the public sector, as well as structural reforms, and impact on life quality of citizens. Second, to present a set of international benchmarking case studies on good practices and initiatives aimed at promoting the citizens' quality of life.

In terms of future strategic performance, these international benchmarks on entrepreneurial and innovative practices in the public sector , can be replicated to ensure the social dimension of the state and contribute effectively to the sustainability of the institutions and public services, which compete positively to the development of nations in general, and the quality of life of citizens in particular.

Research questions:

To tackle this intriguing area of research, we invite contributions to the edited volume for Springer titled: 'Entrepreneurial and Innovative Practices in Public Institutions: A Cross Country Approach'. The approaches based on entrepreneurship, innovation, open innovation, public administration and public marketing have considerable potential to generate original insights about the impact of entrepreneurial and innovative practices implemented in the public sector scope on fostering the well-being and life quality of citizens. For example:

(i) What are the main international policies for fostering the well-being and life quality of citizens?
(ii) Why the social dimension of public sector is important to reach a sustainable society?
(iii) What are the main structural reforms required for the public sector, under a lens based on an entrepreneurial and innovative ecosystem?
(iv) What do we know about intrapreneurship and open innovation practices in the public sector?
(v) How the public sector communicates the entrepreneurial and innovative initiatives or programmes to the citizens?
(vi) What is the impact of adopting simplification and digitalization practices at public institutions on the development of societies? Are social initiatives more likely to grow in the context of open and participative government?
(vii) What is the role played by ITs and digital platforms (e.g. crowdfunding; crowdsourcing; technology crowdfunding; social crowdfunding; and participative budget) in fostering initiatives of open and participative government?

These topics for investigation open avenues for extending several approaches in the existing literature, namely, entrepreneurship and innovation in public administration, public marketing, e-government, open innovation, open government, and participative and inclusive societies, taking into consideration the importance of entrepreneurial and innovative practices for fostering life quality of citizens.

This innovative research can provide contributions for enhancing development of societies based on both entrepreneurship and innovation in the public sector and procurement initiatives focused on the social dimension of State. Our intent is to provide scholars interested in public administration and public marketing with a collection of rigorous and robust theory-building and theory-testing efforts based on a benchmarking case studies approach that will pave the way to a new level of understanding of the role of entrepreneurial and innovative initiatives in fostering the life quality of citizens, under a conjecture of increasing uncertainty and pressure for efficiency, aiming to reach a sustainable public sector with a genuine social dimension.
