REQUEST: Any recommendations for part time PhD universities in the US (preferably California)? How about European universities?

I have a masters degree in Industrial Engineering with more than 20 years experience in IT (Logistics /Supply chain related) and founded a management/IT consulting organization in 1996. Ran it successfully till last until it was acquired. Now I want to return to academia. Any suggestions? TIA.
