REQUEST: Urgent assistance needed to get peer-reviewed articles published

Hello distinguished Professors, Doctors and Researchers,
 
I have learnt recently that my university will not be able to call me for viva if I don't get an article published before submission of thesis. It's part of the requirements for the year I enrolled.  It has to be a peer-reviewed article. As such I need recommendations, suggestions and advice on which journals I should send my articles to, what type of articles, and chances that it can be published fast ( i.e. can it be a short literature review of my PhD research?), frequency of publication, requirements and format. 
 
Since my supervisor, just a week ago announced that he will be on sabbatical leave from July 2011, I need to be called for viva before that, by June 2011 to be precise. So, if there is a journal that can review and/or publish fast, I appreciate your recommendations. The whole procedure of submission, appointing of examiners and viva could take between 3-6 months at my university. So, I hope to be able to get my article published by February, or latest March 2011.
